Do you need a permit to fix a dock door in Toledo?
Whether a dock door repair in Toledo needs approval depends on the work, not on the word “repair.” The Ohio Building Code contains a limited minor-repair exception and a specific emergency-repair application provision; neither automatically applies to every broken door. For buildings inside Toledo, describe the scope to the City's Division of Building Inspection.[12][13]

- Emergency repair — Section 102.10.1. When equipment replacements or repairs must be performed in an emergency, the approval application is due within the next working business day. This is not a blanket exemption or an automatic classification for every business interruption.
- Approval required — Section 105.1. Regulated construction, alterations and equipment work generally require application and approval before work begins, subject to the code's exceptions.[12]

Use the codified rates, not the reversed labels. The City's overview swaps the $0.03 and $0.20 rates between its explanation and its example. The code assigns $0.03 to plan review and $0.20 to the commercial permit. Ask which floor area belongs in the calculation; the door opening is not automatically the billed area.[14][15][13]

Why “licensed and insured” is not the whole answer
A door company may hold a relevant trade license, but “licensed” does not identify which work the license covers.
